Yes. Universal Orlando currently allows outside photographers working handheld with regular park admission. That makes Universal Studios, Islands of Adventure, CityWalk, and Epic Universe some of the best theme park proposal locations in Orlando right now, and Epic Universe is new enough that your photos won't look like anyone else's.
As of 2026, no. Walt Disney World's property rules prohibit outside vendors from running paid photo sessions inside the theme parks, at Disney Springs, and at the Disney Resort hotels, and Disney began actively enforcing this in January 2026. Disney offers its own in-house photography for guests on property. I photograph proposals at Universal and at Orlando's public locations instead, and honestly, the results speak for themselves. One exception worth knowing: for a Disney Fairy Tale Wedding, outside photographers are still permitted for the wedding event itself at most venues through Disney's vendor agreement process.
